TowerSITE Insurance Digital Management System (TIDMS) is a Web and Mobile Application that acts as a central hub for Certification & Insurance management reporting for the entire Oil & Gas Sector. It offers real-time information on the insurance status of all Oil and Gas Assets, Petroleum and allied products being transported and distributed nationwide. The system ensures compliance with various Certification & Insurance regulations for the petroleum sector.

Petroleum Distribution Tanker/Truck Certification

Tanker and Vehicle Comprehensive Integrity Evaluation At Every 3-Months. The following Comprehensive Integrity Evaluation shall be carried out on all means of transporting Petroleum and Allied Products, which includes Tanker and other Vehicles, within the Nigerian territory at 3-months Interval.

Driver and Motor-Boy Training & Medical Test

Drivers’ Behavioural Examination. The Tanker Driver shall be subjected to the following examination quarterly.

  • Mental Alertness Test
  • Intoxicant and Eyes Tests
  • Attitudinal behavioural check
  • Mandatory quarterly Training.
  • Verification of Captain/Driver’s qualification during Safe-to-Load Inspections
  • Behavioural Examination to be carried out at the designated approved Centres.
  • No Tanker/Truck Driver shall be engaged without passing the Behavioural Examination.
  • Truck Monitoring Center.
  • All tests are to be carried out at designated test centres and financed by Petro 4.1 Nigeria Limited.

Retail Outlets Insurance

The Nigeria Insurance Industry Reform Bill, 2024 has passed the 3rd Reading at the Senate and as been transmitted for Presidential assent. Its important to note that Section 78 of the Bill specifically dealt with the Insurance aspect of this project and it states as follows:

(1) All petroleum and gas refilling stations and installations shall be insured against third party losses occasioned by accidental fire outbreak or explosion.

(2) All vehicles transporting petroleum and gas products shall be insured against third party losses occasioned by accidental fire outbreak or explosion.

(3) The responsibility for this cover referred to in subsections (1) and (2) of this section shall be on the owner of the petroleum and gas products in transit, or owner or operator of the relevant refilling station as the case may be.
